2010 By-Laws of Kingman Softball Association

ARTICLE I BOARD OF DIRECTORS

Sec. 1 There will be no more than eighteen board members including President, Vice President, Secretary, Treasurer and UIC which are selected from the board of directors.

Sec. 2 Should there be a need to make a decision by the board members during scheduled meetings or games, the number of members present shall constitute a quorum of the board, and the majority vote will decide the question at hand.

Sec. 3 Any board member missing three unexcused consecutive regular meetings constitutes grounds for dismissal from the Board.

ARTICLE II ADULT LEAGUE PLAYERS ELIGIBILITY

Sec. 1 Minimum age for all players will be fifteen years of age. Players under eighteen years of age must have a parent or legal guardian signature, and proof of age may be required.

Sec. 2 All players must register on the Official Team Roster prior to their first game.

Sec. 3 League fees must be paid by date set by Board Members. Player Participation Fees must be paid prior to the first game played. Teams will not be allowed to play until ALL FEES ARE PAID OR TEAMS WILL NOT BE SCHEDULED.

Sec. 4 Player Participation Fee is $20 per person for each League. THIS IS NOT FOR INSURANCE PROPOSES. It is to help keep down sponsor fees and run our league.

New players signing up in the second half will pay a $10 fee for each League.

ARTICLE III PLAYERS, ROSTERS AND TRANSFERS

Sec. 1

a) The official Team Roster must be made and submitted to the Board Members prior to the first game

b) Changes shall be made in the team roster only through approval of the Kingman Softball Association Board member on duty with transfer form and $5.00 fee. When transferring teams no player may drop more than one (1) division. EXAMPLE: B-1 player can drop to B-2 but NO B-1 to C-1.

c) New players must pay and sign roster prior to the last two (2) weeks of the season with an available board member before playing in any game. Sign-ups are only at the Crows Nest at the South end of the Park.

Sec. 2 Players cannot transfer from one team to another without Board Member on duty approval and completed transfer form. Players can only transfer once per season. Team Managers or Coaches cannot hold a team member “Hostage” by not releasing them from their team upon the team members request to transfer to another team.

Sec. 3 A player may only be on one roster in each League. (Men’s, Women’s & Coed)

Sec. 4 A player may only play on one team in the same night.

Sec. 5 Any team violating any of the eligibility rules shall FORFEIT all games in which the ineligible players participated.

Sec. 6 Any player, sponsor or coach violating any of eligibility rules will be subject to suspension by the Board.

Sec. 7 Teams cannot add players in last two weeks of season, except to avoid a forfeit.

Sec. 8 Sponsor or appointed team representative shall have the right to appoint and/or dismiss the Manager of the team.

Sec. 10 Injury or Accident - If there are 9 players and a woman, batting between two males, has to leave a co-ed game, due to an accident or injury, the team does not have to forfeit.

ARTICLE IV SCHEDULE AND TYPE OF PLAY

Sec. 1 Games will be played as scheduled - no alternations or exceptions, without Board approval.

a) No game will be postponed or changed within 3 days of the date which the game is scheduled, unless both teams agree, other involved teams will be notified by Board Member. If games have not been officially postponed both teams must appear at the game site prepared to play or the non-appearing team shall forfeit the Game. If unsure of postponed game, call the KSA Secretary, they will do every effort to find out. Scheduled game, postponed for any reason, will be re-scheduled as soon as possible at the ball park bulletin board. It then becomes the responsibility of the teams to check the bulletin board and/or web site to see they show up at the re-scheduled time, date and field.

b) Team line ups must be turned over to the respective field score keeper AT LEAST TEN MINUTES PRIOR to the game time with first and last names. Teams not in compliance are subject to forfeit.

 EXCEPTIONS: BACK TO BACK DOUBLEHEADER GAMES

 c) If home team is waiting for players, they will automatically become visitors; this applies to 6:30 games only.

 d) No flex time will be allowed, except for the first scheduled game (6:30 only), the time allowed is ten minutes. The ten minutes will count against the one hour game limit.

 Exception: IF THERE IS PRIOR APPROVAL BY THE BOARD.

Sec. 2 All games will be seven innings in length with exceptions listed below.

a) Ten run rule after fifth inning of play.

b) Fifteen run rule after the fourth inning of play.

c) Rain out games will be rescheduled. CHECK SCHEDULE BOARD AND OR WEBSITE.

d) If the field becomes unplayable, the game will become official after 4 full innings, have been completed. The score of a called regulation game shall be the score at the end of the last complete inning.

e) Game time limit shall be:-One hour-

f) If teams play each other more than 2 times in the regular season. Home team will be determined by a coin flip after the first two (2) games.

Sec. 3 HOME RUN LIMITS

A - 6 Home Runs with Equalizer

B - 4 Home Runs with Equalizer

C - 2 Home Runs with Equalizer

D – 1  Home Runs with Equalizer

Sec. 4 Slow pitch - official ball shall be:

-Twelve inch ball - Men’s

-Eleven inch ball - Women’s

-Eleven (Women) and Twelve (Men) inch ball - Co-ed

Sec. 5 No game will end in a tie. After time limit, game will continue until game is won by either team, using the International tie breaker rule. The next scheduled game will be allowed the game time from the time that it starts.

Sec. 6 All teams are strongly recommended to wear team uniforms (alike shirt with numbers).

 Article V  CONDUCT

Sec. 1 Any person found guilty of being abusive towards officials, score keepers, Park Rangers, Board Members and Snack Bar Personal or any other person shall be subject to immediate and/or indefinite suspension from the park.

a) Any suspended person must come before the board to be reinstated as a participant.

Sec. 2 Any player or coach ejected from KSA sanctioned games must leave the playing field and dugout, IMMEDIATELY. The player or coach may request a hearing from the Board when the game is completed. Any player ejected from any KSA sanctioned game will be ejected from that game plus their next scheduled game. Any player ejected from two KSA sanctioned games will be ejected from that game plus their next two sanctioned games. And a third ejection, from any KSA sanctioned game in any league, will result in an ejection from the league. After reviewing both sides of the infraction, the Board will decide if further action will be taken.

Sec. 3 Any coach who removes his team from the field prior to the completion of a game, or who causes a game to be forfeited because of conduct or attitude towards the officials, shall be subject to an indefinite and immediate suspension by the Board.

Sec. 4 All players and coaches are subject to the rules and regulations of the Kingman Park and Recreation Department and Kingman Softball Association.

Sec. 5 NO ALCOHOLIC BEVERAGES are allowed on the field or dugout. They also cannot be brought into the park .

VIOLATORS WILL BE EJECTED IMMEDIATELY!

Sec. 6 Team members, coaches, and managers only are allowed on the field, NO BAT BOY OR GIRL.

Sec. 7 No “A”, “B”, or “C” teams in Men’s league or Co-ed on field #4. Regular home

Run rule applies.

Sec. 8 A $50.00 fee is required with ALL written protests. Twenty four hour written protest must be given to a Board Member. Protests are on rule violations only no judgment calls. If the protest is up-held, the fee will be returned.

Amateur Softball Association (ASA) playing rules are used with some of the following exceptions:

Rule 1 Dugout - No beer in dugout - Penalty: ejection.

Strike Zone - (slow pitch only) a strike shall be called for any legally delivered pitch hitting the plate or mat.

Rule 2 Sec. 1 Fence Distances - Not applicable to our league.

Rule 3 Sec. 6 Uniforms - There are no mandatory uniform regulations in adult league play. Matching shirts with numbers are encouraged.

Rule 3 Sec. 6G Shoes - No steel spikes or exposed metal cleats.

Rule 4 Sec. 1C Number of players - Teams may have as few as eight players at anytime during the game. Co-ed teams may play with more women than men. Co-ed - if female is removed for any reason, no two males can bat together. One male must be removed from either above or below said female in batting order, if a substitute cannot be inserted in the missing female spot.

Injury or Accident - If there are 9 players and a woman, batting between two males, has to leave a co-ed game, due to an accident or injury, the team does not have to forfeit. Her batting position will be an out when it comes to her turn.

Rule 4 Sec. 1D Short Handed Rule - does not apply.

Rule 4 Sec. 4 Extra Player(s) - if an extra player(s) is used their name(s) can be added to the lineup at anytime.

Rule 5 Sec. 3 Regulation Game - Article V Sec. 2 of these by- laws covers what constitutes a regulation game.

Rule 5 Sec. 8 Home Run Limits - See KSA Article 5 Sec. 3.

Rule 5 Sec. 9 Run Ahead Rule - Fifteen runs after four innings; ten runs after five innings.

Rule 5 Sec. 12 Dugout Conduct - Not applicable to our league.

Rule 7 Sec. 4 Strike - (SP only) strike is when the ball hits the plate or mat.

Rule 8 Sec.4 Stealing - Not applicable to our league.

ALSO:

Courtesy Runner - Must be the player that made the last out or the last player that will come to bat if no outs in the first inning. Only one courtesy runner may be used per inning, per team. If courtesy runner is injured, original runner re-enters. Gender must be the same in Co-ed. In the event of an International tie breaker if the last batter of the previous inning happens to be the last out they may use the previous out (exception: may use a courtesy runner).

Co-ed Defensive Positions - For male batters, defensive players may be positioned anywhere in fair territory. For female batters only, in-fielders must position themselves no further out than the edge of the in-field dirt; outfielders must position themselves behind the outfield burn line. Defensive players may move when the pitch is RELEASED.

It is advised that everyone become familiar with these Rules. Each Manager/Coach should obtain a copy of these Rules and acquaint his players with their contents. IGNORANCE OF THESE RULES AND BY-LAWS SHALL NOT BE AN EXCUSE FOR VIOLATIONS.

KSA, for the safety of our participants has adopted the ASA's Banned Bat List.
